The Taunton Housing Authority invites electronic bids from qualified, licensed, and insured contractors to provide on-call, as-needed regional painting services at its housing developments in Taunton, Massachusetts and surrounding cities/towns located in Bristol, Norfolk, Plymouth, Barnstable, and Nantucket counties. The work consists of painting services at various State-aided (EOHLC) and federally funded (HUD) public housing developments owned, managed, or contracted with the Taunton Housing Authority in accordance with contract documents. Bidders may submit offers for either Bristol, Norfolk, and Plymouth counties alone, Barnstable and Nantucket counties alone, or for all counties listed in the project manual. The successful bidders will be required to sign a service contract for a period of three years. Instructions to bidders: Electronic bids must be prepared and submitted online at www.Projectdog.com. Hard copy bids will not be accepted. General bids must be accompanied by a bid deposit of not less than 5% of the greatest possible bid amount, made payable to the Taunton Housing Authority. Each bid must include a signed Non-Collusive Affidavit, REAP Certification, corporate documentation, Certificate of Vote of Authorization, Contractor Certification of Compliance (Executive Order 11246), references, Section 3 employee list, equal employment and HUD certifications, and DCAMM certification if the contract exceeds $150,000. Proof of OSHA 10 Certification is required for each worker. Bids are subject to M.G.L. c.149 §44A-J, M.G.L. c.30, §39M, minimum wage rates by M.G.L. c.149 §§26–27H, HUD regulations, and Davis-Bacon wage determinations as applicable. No bid may be withdrawn for 60 days without THA consent. The THA reserves the right to waive informalities or irregularities, or to reject any or all bids, in whole or in part, in the public interest. Preference for employment and contracting shall be given to Section 3 eligible residents and businesses.
