Reference Number 0000405060 Bid Intent Not Available The City of Oceanside (City) invites qualified Design-Builders to submit a Statement of Qualifications (SOQ) for the Firm Fixed Price Design-Build of the Buccaneer Lift Station Project, hereinafter referred to as the Project. The City operates the La Salina Wastewater Treatment Plant, which currently serves the coastal communities in the southern portion of Oceanside. As part of the City's long-term wastewater infrastructure strategy and commitment to regional water sustainability, the City seeks to construct a new lift station that will enable the conveyance of wastewater from the La Salina service area to the San Luis Rey Water Reclamation Facility. This transition will optimize treatment capacity, improve operational efficiency, and provide enhanced flexibility for future wastewater management needs. The City currently has a design contract that has progressed to 70% design status. However, the City has decided to transition to a Firm Fixed Price Design-Build delivery method to better optimize the design solution. The City seeks qualified entities to design and build the Buccaneer Lift Station through a Firm Fixed Price Design-Build Agreement (Agreement), building upon existing design work and bridging documents to expedite project delivery while ensuring optimal solutions for the site-specific challenges. Answers to relevant questions will be issued via an addendum to the RFQ through online. No answers will be given on an individual basis, and oral and telephonic inquiries will not receive a response. All the questions should be submitted electronically through online. The Project consists of completing the design and constructing the Buccaneer Lift Station that will convey wastewater to the SLRWRF. The lift station will be constructed on the southeastern portion of the LSWWTP site, as shown in Figure 1. Construction of the Project will include, but is not limited to, civil site work and grading; concrete pad construction; structural concrete work; paving; yard piping; building construction; heating, ventilation, and air conditioning construction; electrical; instrumentation; controls; SCADA systems; and equipment installation The proposed Project will include the following elements: o Concrete masonry unit (CMU) lift station building with a metal truss roof with composite roof tiles and split-face CMU block wall matching the Loma Alta Slough project aesthetics. o Two identical wet wells with upstream splitter box to divide incoming flow (similar to the City's other sewer lift stations). o Stormwater detention system with return to lift station wet well. o Dry well. o Below-grade load equalization tank, capable of holding 4 hours of peak flow. o Below-grade emergency storage tank, capable of holding 3 hours of storage without surcharge to the sewer system. o 4 chopper or cutter pumps. o Surge tank. o Pure Oxygen Odor Control System. o An emergency back-up generator set inside lift station. o Bike path with lighting. o Site development including fencing, lighting and security systems. o Landscaping coordinated with the Loma Alta Slough Wetland Enhancement Project planting palette.
