Purchase Type Term: 07/01/2026 03:00 AM EDT - 07/01/2029 02:59 AM EDT Option: 1 three year renewal The City of Oceanside Water Utilities Department (CITY) is soliciting proposals for Project Management Services on a contractual basis for Fiscal Years 2026-27, 2027-2028, and 2028-29, with an option for one three-year renewal. The City's fiscal year runs from July 1 through June 30. The purpose of this Request for Proposals (RFP) is to establish a pool of highly qualified consultants capable of providing professional Project Management Services for complex water, wastewater, and recycled water Capital Improvement Projects (CIP). These services are intended to support the City in delivering projects efficiently, cost-effectively, and in compliance with applicable regulatory, environmental, and funding requirements. The selected Consultant(s) shall demonstrate proven experience managing municipal infrastructure projects ranging from planning and design through construction and closeout, including projects with construction values from approximately $100,000 to $30 million or more. The City reserves the right to request new proposals for services at any time. The selected Consultants will provide project management services to the CITY with the Water Utilities Department as the primary client. As envisioned, the Consultant will serve as an extension of CITY staff and will be expected to independently manage assigned projects under the direction of the City's Water Engineering Manager. Responsibilities include day-to-day coordination with internal City divisions and departments, consultants, contractors, regulatory agencies, and utility operations staff to advance projects through planning, design, permitting, bidding/procurement, construction, and closeout. Selected consultants will be responsible for overseeing Capital Improvement Projects from initiation and design through to construction completion. Consultants will also review, respond to, and make recommendations based on established CITY standards and relevant expertise on reports, plans and specifications prepared by outside consultants in connection with planning and design of Capital Improvement Projects. The selected Consultants will have a strong background in the fields of water, wastewater, and recycled water operations, engineering and construction. The services provided will include project management and oversight of projects through the discretionary review entitlement process, CEQA and/or NEPA guidelines and requirements; public assistance and information; planning, design, and construction regarding water, wastewater, and recycled water issues affecting the community. The selected Consultants will also communicate and incorporate field operational needs; administer, manage, and negotiate all contracts associated with assigned projects including budgets and schedules; assist with the development and prioritization of future project budgets; prepare Requests for Proposals; prepare staff reports for committees, commissions and the City Council; make oral presentations; and manage emergency situations. This includes direct coordination with regulatory and resource agencies such as the Regional Water Quality Control Board, State Water Resources Control Board, California Department of Fish and Wildlife, U.S. Army Corps of Engineers, and other local, state, and federal agencies, as applicable, as well as contract negotiations, change management, claims support, and dispute resolution. The selected Consultants must have the experience and ability to provide the services to the CITY as described above, typically, this includes a minimum of six (6) years of increasingly responsible experience in capital project delivery for municipal water and/or wastewater agencies, including experience managing projects through design and construction. Experience with treatment facilities, pump stations or lift stations, reservoirs, and large-diameter pipelines is highly desirable. Demonstrated experience working within Southern California regulatory and permitting environments is required. Proposals that include staff that do not meet the experience, availability, or technical expertise outlined herein may not be considered. *The value for this project is based on a financial range.
