Sealed bids are invited for the City of Lake Charles, Louisiana, Lock Park Inclusive Playground LCR 401. All bids must be submitted on the proper bid form or electronic bid form. The contractor must display their contractor's license number prominently on the outside of the envelope for paper bids. Bids received after the specified opening time will not be considered and will be returned unopened. Contract documents, including drawings and technical specifications, are available in electronic form (PDF) from the Landscape Architect CARBO Landscape Architecture. Printed copies can be obtained through reprographic firms at the plan holder's expense. Plans and specifications will be available until twenty-four (24) hours before the bid opening. All bids must be accompanied by a certified check, cashier's check, or bid bond payable to the City of Lake Charles in the amount of five percent (5%) of the base bid and all alternates. Bid bonds must meet specified requirements for the issuer and agent. The bid is a guarantee that the bidder will execute the contract, if awarded, within fifteen (15) days of the Notice of Award. No bidder may withdraw their bid within forty-five (45) days after opening, except as prescribed by law. The successful bidder must furnish a Performance and Payment Bond in an amount equal to 100% of the contract amount. Contractors performing hazardous materials work must be properly licensed for projects of $1.00 or more; for other work, a license is required for projects of $50,000 or more. Bids will be evaluated based on the lowest responsible and compliant bid. The City of Lake Charles reserves the right to reject any and all bids. Bidders must comply with all equal employment opportunity requirements and other non-discrimination regulations. A pre-bid conference is mandatory for all interested bidders.
