The respondents will be submitting proposals to provide Construction Management at Risk services consisting of pre-construction services, developing a Guaranteed Maximum Price (GMP), and construction of the Aqua Crest Pool Complex Renovations. The Project includes, but is not limited to: The demolition of the existing main building, weight training building, 50 meter with dive well pool with pump house, wading pool and pool deck. Construction will include a new 25 yard (length) by 50 meter (width), 10 lane pool with a separate dive well and moveable bulkhead with traditional diving (two 1 meter and one 3 meter boards set-up), the addition of a new interactive 0-2.5 depth play pool. The project will also include the addition of new building structure(s) to house administration offices, ticketing, guard room, first aid room, weights training, and locker rooms and concessions with associated amenities to support the facilities daily operational requirements. Equal Business Opportunity Program. Pursuant to the Palm Beach County Code Section 2-80.20 2-80.40 (EBO Ordinance), the County will provide contracting and subcontracting opportunities for SBEs. Responses will be evaluated based on the selection criteria set out in the RFP including the Affirmative Procurement Initiatives (APIs) determined by the Countys Goal Setting Committee. The APIs for this solicitation are: SBE Evaluation Preference for Mentoring: 5 points for CM/SBE Partner SBE Evaluation Preference for SBE Participation: up to 10 points for SBE Participation Plan The APIs applicable to the construction phase(s) of this project, including any mandatory SBE goal(s) for the construction subcontracts, will be determined by the Countys Goal Setting Committee prior to subcontractor bidding for each Guaranteed Maximum Price Amendment. It is anticipated that at least a mandatory minimum SBE subcontracting goal of 20% will be applied to the construction phase(s) of this project. However, depending on the availability of SBEs at the time of subcontractor bidding, the Countys Goal Setting Committee may apply a higher mandatory SBE subcontracting goal. Proposers should review the RFP for more information on the Countys EBO Program as it applies to the construction phase(s) of this project. Palm Beach County reserves the right to waive any proposal irregularities, informalities, or technical deficiencies and to reject any and all proposals. The scope of the Aqua Crest Pool Complex Renovations project includes, but is not limited to: o Complete demolition of the existing site: main building, weight training building, 50 meter with dive well pool and pump house, wading pool and pool deck. o Addition of an all-new 25 yard (length) by 50 meter (width), 10 lane pool with a separate dive well and moveable bulkhead with traditional diving (two 1 meter and one 3 meter boards set-up). o Addition of a new interactive 0-2.5' depth play pool with features below that feeds into a 3.5 - 4' teaching pool; also featuring three flume slides going into the teaching pool. o Addition of a new building structure(s) to house administration offices, ticketing, guard room, first aid room, weights training, and locker rooms and concessions. o Creation of an adequate deck to host meets and have land drills with artificial grass area for picnic tables and sound amplification throughout. o Incorporating non-permeable shade structures such as: shade sail, large umbrellas or cantilevered shade structures on either side of 25 yard pool and near play/teaching pool and in grass area. o Addition of a multipurpose party/classroom space with the capability of being subdivided into at least two smaller spaces. o Increasing visibility of aquatic center by removing the existing perimeter wall and replacing it with a green buffer or transparent design element. o Incorporating a new marquee sign visible along the main road with messaging capability. The project is to also include the construction, dedication or re-assignment of space to create integrated indoor/outdoor facilities, specialized storage and efficient site access/circulation in order to properly address the Facility's daily operational requirements.
