Renovation of a multi-residential development in Carmichaels, Pennsylvania. Completed plans call for the renovation of a multi-residential development.

The County of Greene is seeking General Contractors to complete a home rehabilitation project in Carmichaels, funded in part by the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) Program. Required services include following the scope of work and detailed descriptions prepared by the housing inspector to ensure the structure meets HUD Quality Standards and local building codes, conducting progress inspections with photo documentation at required intervals, consulting with the County Housing Inspector, and securing and documenting costs for work write-up repairs. The general contractor must procure and maintain subcontractors for areas of work they are not qualified or licensed to complete. Contracts will be between the Contractor and the Homeowner(s), with the County managing the project and handling payments based on progress inspections, with 10% retainage until completion. Contractors must be capable of working effectively with HOME Program Staff, homeowners, and inspectors. Sealed bids are to be submitted to the Greene County Controller's Office. Faxed or emailed proposals are not accepted. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project. Required general contractor services for this project may include, but are not limited to: following the scope of work prepared by the housing inspector for work; following detailed work descriptions which cause the subject structure to meet acceptable HUD Quality Standards and local building codes; progress inspections (to include photo documentation at required intervals) and, with consultation with the County Housing Inspector, securing and documenting of related costs for the needed work write- up repairs. The general contractor shall procure and maintain (at its expense) subcontractors to complete any area of work which the general contractor is not qualified to complete (i.e., HVAC or other areas requiring licensure for which the general contract is not licensed to complete nor employs any worker possessing such qualifications). Contracts will be signed between the Contractor and the Homeowner(s), with the County managing the project and providing payment to the contractors at the following intervals (upon satisfactory progress inspections, with 10% of the total held as retainage until the project is complete): mobilization 25% progress, and payments at 50%, followed by final payment
