The work consists generally of the replacement of lead service lines and galvanized lines requiring replacement with PE and Copper service line material in the northeast section. Bidders must undertake specified affirmative efforts at least sixteen days prior to bid opening. Proposals must declare that only parties interested in the proposed work as Principals are those contained in the Proposal, and that the Proposal is made without collusion with any other person, firm, or corporation. All proposals must be made on forms furnished by the Project Engineer and must contain the Bidder's signature. The Owner may waive informalities or minor defects or reject any or all bids, determining the lowest, responsive, responsible bid based upon the Base Bid for the work. The project is subject to the regulations and requirements of several state and federal acts and policies, including the Davis-Bacon Act, Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, the "Build American, Buy American Act," and disadvantaged business enterprise policies.
