This Bid Specification is provided for use by McNairy County, Tennessee, should the County elect to publish a formal Request for Proposal (RFP) for courtroom audiovisual (AV) upgrades. This specification is written to be compliant with general Tennessee public procurement requirements, ensuring fair competition, clear scope definition, and standardized evaluation criteria. The County intends to upgrade **two courtrooms**, the **Panopto Service**, and **jail video-arraignment upgrade**, utilizing the OneTouch AV platform, Panopto recording/streaming, and related hardware. The awarded vendor must provide a **turnkey installation**, including equipment, programming, testing, documentation, and one full year of support. 1. General Requirements 1. Vendor must be an authorized and certified reseller for **OneTouch AV Systems** and **Panopto Recording and Streaming Services**. 2. Vendor must provide all labor, materials, hardware, connectors, rack equipment, shipping, installation, programming, testing, and one-year support. 3. All equipment must be new, current-production, and carry a minimum one-year manufacturer warranty. 4. Vendor must comply with all Tennessee state procurement laws including: o Competitive sealed bid standards o Non-collusion requirements o Buy American/Trade restrictions. 5. Vendor must provide system documentation, user training, and unlimited remote support for one year. 6.
