The project consists of furnishing labor and materials and performing all work for the Town of Granville Hopewell Street Stormwater Upgrades. The work generally includes the installation of new stormwater mains, manhole, inlets, service lines, asphalt paving, and restoration. Bids will be opened using a two-envelope system as outlined in the contract documents. Bid security must be furnished in accordance with the instructions. Requirements include evidence of a current and valid West Virginia Contractors License, Certification of Equal Employment Opportunity, Certification of Non-segregated Facilities, Drug Free Workplace Conformance Affidavit, and West Virginia Jobs Act Compliance Certification. The Town of Granville reserves the right to reject any and all bids, award to a bidder other than the low bidder, waive any informality, and terminate the work at any time for noncompliance with expectations and requirements. Attendance at a mandatory pre-bid conference is required. Question Deadline 01/27/2026 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing. Contact information and submittal procedures for such questions will be provided at the pre-bid conference. 7.03 Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than seven days prior to the date for opening of Bids may not be answered. All access to the Site other than during a regularly scheduled Site visit must be coordinated through the following Owner or Engineer contact for visiting the Site: Potesta & Associates, Inc. Bidder must conduct the required Site visit during normal working hours. Work to be performed under this Contract shall be paid for in accordance with the price schedule for the Base Bid. The cost of labor, equipment, materials or work called for in the Specifications, shown on the Drawings, or necessary for a complete and satisfactory installation, but which are not specifically mentioned in this Section shall be included in the appropriate pay item by the Contractor at no additional expense to the Owner. Mobilization of any kind for the project shall be considered incidental to the project and shall be accounted for by the Contractor as part of the main payment items. Erosion and Sediment (E&S) control provision and installation is a requirement of the project and shall be provided by the Contractor. E&S control shall be considered incidental to the project and shall be accounted for by the Contractor as part of the main payment items. Installation of the control measures shall be installed prior to the commencement of any excavation activities.
