Demolition and site work for a municipal facility in Norfolk, Virginia. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.

The project involves providing Demolition and Site Restoration Services at 358 Mowbray Arch. The vendor is required to meet the terms, conditions, and specifications of the solicitation. There is a mandatory pre-bid conference to be attended by interested bidders for further instructions. A Notice to Proceed will be issued by the City to the Contractor after all contract documents have been executed. The Contractor must return all executed documents within three (3) business days. No claim of delay will be accepted due to Contractor's failure to execute contract documents on time. Work shall not commence until the Contractor has received the Notice to Proceed. Work commenced prior to receipt of the Notice to Proceed from an authorized City representative shall be deemed unauthorized, and such work will progress solely at the Contractor's risk. The Contractor will have one hundred and twenty (120) calendar days from the date of issuance of the Notice to Proceed to complete the job unless otherwise specified in writing by the City: The building is the former EVMS Smith-Rogers Memorial Hall. The main building is 4 stories tall with a mechanical penthouse, with east and west side single story additions. The overall building has an approximate 14,100 sf footprint. Partial plans ofthe original construction and current floor plan layout are provided in Attachments M and N. No foundation plans are available. The Contractor shall notify Vector Control for a rodent inspection, arrange for a hazardous material inspection with the Fire Marshal, obtain the demolition permit, and request all subsequent inspections associated with all permits. The Contractor shall provide and install an approved temporary safety/security barrier around the perimeter of the site. Fence will be six (6) feet in height and installed prior to commencement of work and shall remain in place until completion of work and approval by City representative. The power poles along the north side of property are very close to the building, Contractor must submit a Work Order request with Dominion Energy to have them de-energized during a portion of the demo when the work is within ten (10) feet of the powerline. Contractor will need to coordinate with Dominion Energy when preparing their schedule. The entire building, including footings or grade beams and pile caps to a depth of three (3) feet below grade, shall be demolished and all debrisremoved from the site. Access ramp and perimeter plantings shall be demolished. Trees and site pavement shall remain. All contents, furniture, fixtures, equipment, walls, floors, roofs, HVAC ventilation equipment, plumbing, electrical, piers, appurtenances, sand under slabs, gravel (up to 6 inches), any manmade improvements shall be removed. All trees shall remain with tree protection installed. Planting beds shall be removed and graded. Trash and debris within or attached to the buildings prior to the bid closing isto be considered as part of the specifications for removal. Contractor shall spray water on debris during the demolition and debris removal process to control dust. No change order will be issued if the Contractor fails to include these items in its bid. All debris will be disposed of properly in approved landfills or recycling centers. The Contractor shall pump out and remove all septic tanks and backfill with clean compacted fill. The Contractor shall assume a septic tank exists on the site. No change order will be issued if the Contractor failed to include this item in its bid. The Contractor shall pump out and remove all above and underground storage tanks. Backfill as needed with clean compacted fill. This will not be a change order unless there is no way of knowing the tank was present. There is one (1) known underground storage tank thought to be a 2500-gallon tank or larger based upon size of exhaust pipes identified. The tank sits approximately three (3) feet below grade and might be twelve (12) feet in diameter. Additionally, soil appears to be contaminated as there was the smell of diesel. The Contractor shall backfill all cavities created by the demolition activity with clean compacted fill. Any trash and debris on the site prior to the bid closing is to be considered as part of the specifications for removal. Any trash and debris dumped during the job will be removed by the Contractor at no additional cost to the City. Any trash and debris dumped after the bid closing and prior to the Notice to Proceed being executed will be the responsibility of the City if reported prior to signing the Notice to Proceed.
