The estimated cost of the project is $4,600,000. The proposed project generally consists of the following: o MRTP South Site: Drilling 2 test wells, 6-inch diameter. Drilling 3 PWS wells, 12-inch diameter. Development, pump testing, disinfection and video inspection of PWS wells. Site security, cleanup, and site restoration. (Bid Schedules 1-3). o Frontage Road Site: Drilling 5 test wells, 6-inch diameter. Drilling 6 PWS wells, 8-inch diameter. Development, pump testing, disinfection and video inspection of PWS wells. Site security, cleanup, and site restoration. (Bid Schedules 4-9). o Stone Meadows Site: Drilling 3 test wells, 6-inch diameter. Drilling 4 PWS wells, 10-inch diameter. Development, pump testing, disinfection and video inspection of PWS wells. Site security, cleanup, and site restoration. (Bid Schedules 10-13). All bids must be made on the forms provided, written legibly in ink, with all prices in figures and the total bid amount in both words and figures. Each bid must be enclosed in a sealed envelope addressed as specified and endorsed with the project title and number. Each bid must be accompanied by bid security payable to the City of Helena for ten percent (10%) of the total bid amount in a form specified by law. The bid security protects the City against the failure of the successful bidder to enter into the contract. If awarded the contract, the bidder must, within thirty (30) days, enter into a formal contract and provide approved performance and labor/materials payment bonds. The City reserves the right to reject any or all proposals, waive informalities, and accept the lowest responsive and responsible bid in the City's best interest. Bids with modifications, deviations, riders, or qualifications may be rejected as irregular. MONTANA CONTRACTORS' GROSS RECEIPTS TAX of one percent (1%) will be withheld from payments. Bidders must give preference to Montana residents in employment. Non-discrimination laws apply. The contractor is responsible for all excess material disposal and restoration of vegetated areas, with requirements including reseeding, landscaping, and restoration to like or better condition as specified. All testing required to control contractor production and construction processes must be performed by the contractor at their expense, with results provided as specified. Work must be coordinated with existing utilities and normal water system operations.
