Site work for a civil project in East Helena, Montana. Completed plans call for site work for a water / sewer project.
The City of East Helena (Owner) is seeking to obtain General Contractor / Construction Manager ("GC/CM") services from a qualified construction firm to participate in a collaborative process with the City. Firms will be selected based on this Request for Qualifications (RFQ) and a subsequent Request for Proposals (RFP). Firms that are qualified under the RFQ process will then be invited to prepare a response to the RFP. The City intends to use a two-step GCCM selection process. In Step One, responses to the RFQ will be evaluated on a pass/fail basis against established minimum qualifications set forth in the RFQ. Respondents who meet all minimum qualifications will be considered qualified and will be invited to continue and provide a response to the Request for Proposals (RFP), which will evaluate both qualifications and cost proposals for the Upper Pressure Zone Elevated Tank and Pump Station and Manlove Lift Station and Gravity Sewer Main project. The City reserves the right to reject all RFQ responses not in compliance with all prescribed public bidding procedures and requirements and may reject, for good cause, all responses upon the finding that it is in the public interest to do so.
