Sealed bids are requested for a single contract for lead service water line replacements and sewer lateral replacements. The work consists of public improvements including approximately 230 1-inch water services, water main connections, and 4-inch and 6-inch sanitary sewer laterals. Private improvements include approximately 7,000 lineal feet of 1-inch water service, 160 private water reconnections, and 3,000 lineal feet of 4- and 6-inch sanitary sewer laterals, along with 100 sanitary lateral reconnections. Quantities may change prior to document distribution. Bidders must be pre-qualified with the City of Two Rivers within the last year or pre-qualified for this work 5 days prior to the bid deadline. Each bid must be accompanied by a bid security of 5% of the maximum bid amount. Bidders are required to have experience in municipal pipeline and street construction. This project is funded by the Clean Water Fund and Safe Drinking Water Loan Program. Disadvantaged Business Enterprises are encouraged to participate, and bidders must make good faith efforts to solicit DBE proposals. All iron, steel, manufactured products, and construction materials must be produced in the United States. The project is also subject to federal wage requirements and the Build America, Buy America Act. The City of Two Rivers reserves the right to reject any or all bids and to waive any informalities in the bids or in the bid process. Question Deadline 02/05/2026 interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all registered plan holders. Questions received less than five days prior to the date for opening of Bids may not be answered.
