The City of Bridgeport is seeking Statements of Qualifications from qualified engineering firms with expertise, management and staffing capabilities, references, and related prior experience. Professional services required include, but are not limited to: preliminary engineering, design and construction-related services, right-of-way assistance, preparation of bidding and contract documents, participation in bid evaluation, and possible monitoring and inspection of construction activities to ensure compliance with plans and specifications for the replacement of approximately 5,000 LF of various types, sizes, and necessary appurtenances of waterline in the areas of Crestview Terrace, Gateway Ave., Millbrook Rd., Arrowood Dr., Overlook Dr., and surrounding areas. Procurement will follow Chapter 5G of the WV State Code, 2 CFR Part 200.318, and all other applicable federal regulations. Interested firms must submit five copies each of: 1) Letter of Interest, 2) Statement of Qualifications, 3) Technical Experience, 4) Expertise of Staff, 5) Persons who will be in charge of the project, 6) Previous Professional Experience, 7) References, and 8) Electronic copy of the SOQ on a flash drive. Firms will be evaluated on technical qualifications and experience. A minimum of three firms will be invited to submit additional information and to be interviewed. The most qualified candidate will be asked to prepare a proposal including fixed fees for services. The City of Bridgeport reserves the right to reject any and all proposals. Work will comply with regulations of governing agencies and requirements regarding MBE/WBE participation, Title VI of the Civil Rights Act, ADA, EO 11246, Section 109 and 3 of the Housing and Urban Development Act, and other federal requirements. Firms must make “good faith efforts” in subcontracting to minority/women-owned businesses in compliance with 40 CFR 33.240.
