Development of Sampling and Analysis Plan (SAP) and laboratory testing for chemical properties within the Columbia Point Marina for dredging to include the following: 1. Field sampling and sediment chemistry 2. Data analysis and report development 3. Number, depth, type, and timing of samples 4. Sampling methods and design 5. Quality assurance methods 6. Field forms B. Provide sampling for dredging assessment services 1. Complete the sampling of the soil within the marina 2. Organize the storage, characterization, and disposal of investigation-derived waste. 3. Photographs, field notes, etc. 4. Coordinate with analytical laboratory regarding sampling shipments and chain-of-custody. 5. Provide detailed report of findings from the soil sampling within the marina i. Provide recommendations on soil removal or placement for dredging the marina. a. Development and evaluation of alternatives aa. Cost estimate for each alternative ii. Existing site conditions C. The City will lead all permitting with support provided by consultant to include: 1. JARPA format drawings 2. Any permit application support documents to facilitate the permit application process for sediment sampling D. Design and prepare technical specifications and bid-ready documents for construction for dredging. The City may, by contract amendment, include this item. 1. This item is dependent upon the results of the sampling and analysis result. Funding and Cost The City's 2026 budget includes funds dedicated to this project. The City estimates the cost for this project to be between $100,000 and $150,000. Consultant shall furnish all services, labor and related eguipment necessary to conduct and complete the work outlined in Exhibit A. In performing these services, Consultant shall at all times comply with all federal, state and local statutes, rules and ordinances applicable to the performance of such services. In addition, these services and all duties incidental or necessary therefore, shall be performed diligently and completely and in accordance with professional standards of conduct and performance. All services performed under this Agreement will be conducted solely for the benefit of the City and will not be used for any other purpose without written consent of the City. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
