The work is focused on replacing vulnerable open-channel sections with pipeline infrastructure in areas subject to wildfire damage, erosion, sediment deposition, and access constraints, while maintaining the existing hydraulic capacity and operational functionality of the canal system. Major elements of the Project include the installation of substantial quantities of 48-inch diameter high-density polyethylene (HDPE) pipeline within the existing canal footprint; removal of deteriorated Gunite lining; excavation and removal of accumulated sediment and debris; and construction of associated appurtenant structures. These structures include reinforced concrete transition structures and headwalls with trash racks, overflow and drainage structures, gabion baskets, and other stabilization features required to safely convey flows and protect adjacent slopes. The Project also includes improvements to existing access roads to support construction and long-term maintenance activities. Additional work includes implementation of erosion control and slope stabilization measures appropriate for post-fire conditions and steep terrain, as well as temporary works such as bypass pumping, temporary flow diversion, and phased construction sequencing to maintain irrigation service throughout construction. The Project will be constructed within a constrained corridor with limited access and operational restrictions, requiring careful coordination with irrigation operations and environmental compliance requirements.
