The successful supplier will be responsible for the supply and delivery of one 14,000 lb GVWR tandem-axle high-side flat deck equipment trailer. The trailer will be used for transporting materials, equipment, and other assets required for year-round infrastructure maintenance and public works activities. The unit will be designed for durability, safety, and operational efficiency in both urban and rural environments. All detailed vehicle specifications are provided in the Vehicle Specification Checklist & Vehicle Information, Warranty and Delivery Terms, and must be completed and submitted as part of the bid. All listed specifications represent minimum requirements and are subject to a tolerance of ±5%. Required documentation to be delivered with the vehicle includes a parts book, a recommended spare parts list, service/shop manuals, an operator’s manual, and a complete parts list, parts price list, and service manual prior to payment unless maintained by a local Halifax dealer. Electronic versions are preferred whenever available. Delivery must be made DDP (Delivered Duty Paid) to the specified location, with all costs and risks borne by the supplier. A Motor Vehicle Inspection must be completed prior to delivery and dated within the same month as delivery. Transporting the equipment by driving or towing is strictly prohibited unless authorized in writing by HRM. Delivery to HRM does not constitute acceptance; inspection for compliance will occur within seven business days of delivery. The supplier is subject to the requirements of the Supplier Code of Conduct, excluding Living Wage requirements for this contract. Interested suppliers must submit their bids through the Bids&Tenders Bidding System. Only registered suppliers with a vendor account and registered as a Plan Taker can submit. Bids must include the completed Bid Form, Social Value Response, references, and any other requested information. Only electronic submissions are permitted. Late, incomplete, or improperly executed bids will be rejected. Bidders may modify or withdraw their submission prior to closing, but are responsible for ensuring the final submission is received on time. HRM reserves the right to accept, reject, or negotiate bids, and will use a scored evaluation approach considering Social Value (10%), Performance Evaluation (10%), Country of Origin/Nationality (10%), and Cost (70%). Bidders must also declare any conflicts of interest. The contract will be governed by HRM’s Standard Terms & Conditions for Goods & Services. Insurance coverage is required as specified in the Agreement. All prices must be comprehensive, all-inclusive, and quoted in Canadian Funds DDP (Delivered Duty Paid) Destination. The quotation must remain valid for 60 days from closing. Any questions or required clarifications regarding the bid documents must be submitted through the Bidding System.
