The City of Methuen through its Water Treatment Plant is soliciting bids from qualified vendors for the Rehabilitation of four (4) high lift Vertical Turbine Pumps at 25 Burnham Rd., St., Methuen, MA 01844. Furnish all labor, materials, equipment and incidentals required to rehabilitate and completely install, put into operation and field test four high lift vertical turbine finished water pumps (East #1 & #3 and West #1 & #2) at the Methuen Water Treatment Plant as specified herein. The rehabilitated pumps will utilize the existing motors and discharge piping. Sealed bids are requested for the construction of the Water Treatment Plant (WTP) High Service Pump rehabilitation. All bids must be made out in duplicate, either typed or printed in ink, filled out and signed as directed, sealed in an envelope plainly marked for the project, and addressed to the Office of the City Clerk. A certified or cashier's check or bid bond amounting to five percent (5%) of the total bid is required. The successful bidder must furnish a 100 percent Construction Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the City and execute the contract agreement within 10 days following notification of bid acceptance. Wage rates are subject to the minimum wage rates as per state law. The contract bidding and award process will follow the applicable state statutes. The City reserves the right to reject any and all bids or to waive any informality in the bidding. No bid may be withdrawn within thirty (30) days after the opening of bids, excluding Saturdays, Sundays, and legal holidays. Question Deadline 02/02/2026 at 12:00 PM ET All questions regarding this IFB and the awarding process shall be directed by e-mail to Purchasing@methuen.gov. Answers to questions by: Wednesday, February 4, 2026, by the end of the day. Substantially complete the work on or before March 30, 2027, and Final Completion including all punch list items by March 15, 2027. SCOPE OF WORK A. Furnish all labor, materials, equipment and incidentals required to rehabilitate and completely install, put into operation and field test four high lift vertical turbine finished water pumps (East #1 & #3 and West #1 & #2) at the Methuen Water Treatment Plant as specified herein. The rehabilitated pumps will utilize the existing motors and discharge piping. B. All necessary and desirable accessory equipment and auxiliaries, whether specifically mentioned in the Section or not, shall be furnished and installed as required for installation incorporating the highest standards for this type of service. Also included, there should be supervisory services during installation and field testing of each unit and instructing the regular operating personnel in the proper care, operation and maintenance of the equipment. C. It is intended that the pumps be out of service for the least amount of time possible. Modifications/rehabilitation of the pumps shall include but is not limited to the following: 1. Disassemble motor from pump and place motor next to pump base. (Refer to Section 01170 for additional description of sequence of work); 2. Replace all bowl, suction, spider and stuffing box throttle bearings;3. Replace impeller bowl rings; 4. Trim existing impeller ring concentric and install new case ring; 5. Total Indicated Runout (TIR) all shafts to 0.001 runout; 6. Thermal spray all shafts as needed or manufacture new shafts as needed; 7. Replace all O-Rings with Viton O-Rings; 8. Furnish and install new mechanical seals for each pump with same make and model (Chesterton: S10). 9. Clean exterior of pump and coat with CIM Liquid Membrane System at 55 mil DFT, approved for contact with potable water in accordance with ANSI/NSF 61; 10. Reassemble and reinstall the pumps and; 11. The pumps shall be aligned and dynamically balanced. Performance tests and vibration tests shall be performed to accordance with this section. E. Modifications/rehabilitation of the pumps shall not be required to achieve a specific pump performance, or to modify the existing performance, however, all effort shall be made to provide the most efficient performance available. F. The existing pump motors shall not require repairs or modifications. G. Modifications shall also include items not listed above which, upon disassembly and inspection are determined by the Owner to require replacement.
