Site work and paving for a mixed-use development in Green Bay, Wisconsin. Completed plans call for site work for a road / highway; and sidewalk / parking lot.

In general, the work consists of pulverizing, reshaping, and repaving of Walter Way from Lenfestey Court to E Circle Drive as well as Downham Court. The improvements include, but are not limited to, asphalt pavement replacement, culvert replacement, spot curb and gutter replacement, spot sidewalk replacement, replacement of electrical conduit between light poles, lawn restoration, and related items. All potential bidders must be certified by the Wisconsin Department of Administration prior to submitting bids on state construction projects over $100,000. Bids received from contractors who are not certified will be rejected. This project uses the single prime bidding and contracting process: mechanical, electrical, plumbing, and fire protection (MEP) divisions of work will be publicly bid first, and successful MEP bids must be included in all general prime contractor bids. The State will enter into a single contract with the lowest, qualified, responsible, certified general prime contractor, who will then enter into subcontracts with the successful MEP bidders. Sealed bids must include all required documents and bid bond forms with original wet or properly transmitted electronic signatures, and can be submitted via the eBuilder Bidding Portal (preferred), by mail, or hand delivery. The bidder is responsible for ensuring timely delivery. Bid opening will be conducted via Microsoft Teams teleconference. Base bids will be received as a single lump sum bid for electrical work. A bid guarantee in the amount of 10% of the bid must accompany each bid submitted. Question Deadline 02/27/2026 No verbal explanation or instructions will be given in regard to the meaning of the drawings or specifications during the bid period. Bidders shall bring inadequacies, omissions or conflicts to the Architect/Engineer's attention at least ten (10) days before MEP bidding commences.
