Snow removal specifications require all snow in excess of one inch to be removed by at least 6:30 a.m. for all buildings when school is in session and before scheduled building activities. Coldwater Community Schools must be given first priority for work completion on the contractor's plow list at the start of the day and as needed for safe school dismissal. Evening and weekend events may require additional snow removal when accumulations reach one inch or more, with follow-up plowing during the day as necessary. Salting of sidewalks and parking lots is required when ice is present, with separate cost estimates for salting and heavy equipment use for snow hauling. Work includes all sidewalks, driveways, and parking lots as well as city sidewalks. Pedestal signs moved during snow removal must be replaced after each event. All work must be performed safely, and may be performed during normal hours if children are not present; evening and weekend work must also follow safety precautions. The successful bidder is to maintain current insurance certificates for Workers’ Compensation, Comprehensive General Liability, and Comprehensive Automobile, with at least $1,000,000.00 in coverage. Any property damaged by snow removal must be repaired or replaced at the bidder's expense, with all repairs meeting the district’s approval and completed by June 1 each season. Ground care specifications require mowing to about 3 inches, weekly trimming, chemical weed control, sidewalk edging 2-3 times per season, pruning twice yearly, spring and fall cleanup, trash pickup before mowing, and safe operation of equipment. Grounds work does not include athletic fields, fertilizer, or seeding. All work may occur during normal, evening, or weekend hours with safety precautions. Bidders must replace or repair anything damaged during grounds care, maintain required insurance, and provide a minimum of three references from comparable work in the last three years. Required attachments include the bid with quotes, insurance copies, terms and conditions, familial disclosure form, and affidavit of compliance. Bids must be received before the designated time, signed by an authorized person, and may not contain unauthorized alterations. The Board of Education reserves the right to waive defects, reject any and all proposals, or accept proposals as deemed in its best interest, and to award by item, combination, or lot. All Coldwater Community Schools policies and applicable laws must be followed. No employees with felony convictions or on the Michigan sex offender’s registry may perform work; background checks are required. Contractors will invoice monthly and final payment will be withheld until all repairs are completed to the district's satisfaction. Additional services may be requested during severe storms at an hourly rate.
