Defence Construction Canada is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence at ASU Toronto and its satellite sites in Central and Southern Ontario. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Contractors and suppliers can request to be placed on the OCSL at any time by submitting through MERX, indicating their preferred official language (English or French). Only contractors and suppliers on the OCSL will be invited to bid on construction work as opportunities arise, and must have an active MERX account to submit electronic bids. Contractors and suppliers on the previous OCSL must re-apply to be included for the new term. Bids must be submitted in the language chosen when joining the OCSL and all communications and contract documents will be in that language for the duration. DCC reserves the right to use or establish other source lists for specific categories and may require additional pre-qualification for tenders. Some opportunities may be set aside for Indigenous businesses, which must be registered in Indigenous Services Canada’s Indigenous Business Directory. DCC contracts may include performance standards, security requirements, and are subject to DCC’s Procurement Code of Conduct. DCC may remove contractors from the OCSL at its discretion if requirements are not met or in cases of ineligibility or poor performance.
