The City of Sacramento Department of Utilities (DOU) is seeking Bids from qualified and experienced firms to: 1) Center pier and drive cage coating 2) grit basin cleaning 3) rake arm replacement 4) ladder and fall arrest system install 5) replacement of handrail at the effluent channel. The City of Sacramento FWTP Grit Collector was built in the 1960's, designed to remove solids from the raw water pumped into the Fairbairn Water Treatment Plant through the intake located on the American River. The Grit Basin has a flow capacity of 80 million gallons per day (MGD) with a surface area of 6,084 square feet (ft2) and is located at the north end of FWTP 7501 College Town Drive. A rectangular settling basin is used to remove readily settleable material (grit) early in the treatment process. Removal of grit upstream of the treatment process prevents accumulation of material within pipes and basins and prevents damage to downstream mechanical equipment. Grit from the American River can cause increased wear on pumps, valves, chains and flights, and other process equipment. Four concrete channels approximately 4-ft x 7-ft wide across the bridge convey the raw water from the intake pump station to the grit inlet channel. Chlorine is dosed in the grit inlet channel, set to maintain a chlorine residual in the filter effluent. Grit basin effluent falls over a weir into the grit basin effluent channel, where it is then conveyed to the flash mix process. Grit that is settled out in the grit basin is collected by a circular rake system. Periodically, settled grit is pumped from the grit basin via two sand pumps, and sent to the sludge drying area, where it is combined with the sludge prior to landfill disposal. Operations staff take the basin offline annually for cleaning and inspection. The inspection includes review of the basin for concrete cracking, rail integrity, and circular rake condition assessment. Its within these shutdown windows that construction can occur on the replacement of the rake arms and work involving the installation of the ladder to the effluent channel. First shutdown will take place from January 2026 to April 2026. Firms are required to take initial measurements for rake arm fabrication and make initial assessments of all scope of work by no later than end of March 2026. Construction should take place during Winter Shutdown of 2026/2027 whose dates will be provided to contractor 6 weeks prior to anticipated shutdown. The entire work shall be brought to completion on or before anticipated date that plant is to be brought back online.
