The City of Laguna Beach Public Works Department invites qualified consultants to submit proposals to provide appraisal and right-of-way acquisition services for the Coast Highway Sidewalk Gap Closures to Achieve Complete Streets (Cardinal Drive to 7th Avenue) Project. The project includes improvements along South Coast Highway to close existing sidewalk gaps and provide continuous, ADA-compliant pedestrian access. Construction of the project is federally funded through the Orange County Complete Streets Program. All appraisal and acquisition activities shall comply with applicable federal and state requirements, including the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (49 CFR Part 24), the Caltrans Right of Way Manual, and the Local Assistance Procedures Manual (LAPM). The proposed improvements require the acquisition of permanent easements and temporary construction easements within fourteen private properties. The City has prepared concept plans identifying the project limits and impacted parcels. These concept plans are included as Attachment 2. The selected consultant shall perform appraisal coordination and acquisition services necessary to obtain Caltrans right-of-way certification for the project. Prospective bidders must submit all questions for information and clarification of this Request for Proposals to the City via online before 5:00 PM Pacific Time on Thursday, February 12, 2026. All questions and requests for information and clarification received before the stated time and date will be addressed by the City through online by February 19, 2026.
