The project consists of the removal of approximately 10,626 SF of roof membrane down to the insulation substrate and installation of a new EPDM roof and insulation system. An alternate bid is included for the installation of new insulation and EPDM membrane over the existing roof system on the south elevation of section F.5. Each bidder must accompany their bid with a bid security in a separate envelope, as security that the successful bidder will enter into a contract and provide a corporate surety bond or bonds, acceptable to the Owner, for faithful performance of the contract, in an amount equivalent to one hundred percent of the contract. The bidder's security must be equivalent to 5% of the bid amount and may be in the form of a cashier's or certified check, certified bank share draft, or a bid bond with corporate surety satisfactory to the Owner. All bidders must provide a statement regarding their residency status. Contractors may purchase materials, supplies, and equipment without liability for sales tax if proper authorization and exemption certificates are provided. No bid may be withdrawn for 30 days after the scheduled closing time for receipt of bids. There is a target for Targeted Small Business participation of ten percent (10%). Bidders should be prepared to submit a performance bond, payment bond, and a two-year maintenance bond. Out-of-state bidders should be prepared to submit an Out-of-State Contractor Bond. Preference will be given to Iowa products, provisions, and labor as required by law. The Owner intends to award a contract to the lowest responsible, responsive bidder but reserves the right to waive informalities or irregularities and to reject any or all bids.
