Defence Construction Canada is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence at Montreal and St-Jean Garrisons and their satellite sites in Quebec. Contractors and suppliers interested in being added to the OCSL must submit a request through the MERX posting and indicate their preferred official language (English or French). The OCSL will be used to tender construction services with an estimated value of $10 million and below. DCC will invite all contractors and suppliers on the OCSL to bid on work as opportunities arise, and invitations will be sent electronically through MERX. Contractors and suppliers must be registered on the OCSL to be eligible to bid. DCC may require attendance at site meetings prior to tender closing and may set aside certain tenders for Indigenous businesses, requiring compliance with the Procurement Strategy for Indigenous Business. Contracts are subject to DCC’s Procurement Code of Conduct, performance standards, and may include security requirements such as Designated Organization Screening (DOS) and reliability status, or more stringent requirements as specified. DCC reserves the right to request clarifications, require additional pre-qualification, and reject applications that do not meet requirements. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
