Defence Construction Canada is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence at Valcartier Garrison and its satellite sites in Quebec. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Interested contractors and suppliers may request to be placed on the OCSL at any time and must submit a request electronically through MERX, indicating their preferred official language (English or French). Contractors and suppliers must re-apply for each OCSL term, and all bidding, communication, and contract documents will be in the selected language. Only electronic submissions through MERX are accepted, and an active MERX account is required to submit electronic bids. Contractors and suppliers must be registered on the OCSL to be eligible for tender calls, and must notify DCC in case of a business name change. Additional requirements such as security clearances, pre-qualification, and compliance with DCC’s Procurement Code of Conduct may apply. Contracts may contain requirements for sub-contracting to Indigenous businesses and may be set aside for Indigenous businesses as per the Procurement Strategy for Indigenous Business. Contractors and suppliers are subject to DCC's performance evaluation guidelines, and those receiving an unacceptable score or declared ineligible or suspended by Public Services and Procurement Canada may be removed from the OCSL and receive no further invitations.
