Defence Construction Canada is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence in the National Capital Region (Ottawa and Gatineau) for three fiscal years. Interested contractors and suppliers may request to be placed on the OCSL at any time and must submit a request through this MERX posting, indicating their preferred official language. The OCSL will be used to tender construction services with an estimated value of $10 million and below, and all contractors and suppliers on the OCSL will be invited to bid electronically through MERX. To bid, a bidder must be registered on the OCSL used for the tender call, and their legal name must appear on the OCSL. DCC reserves the right to continue using existing source lists, establish other source lists, verify the interest of contractors on the OCSL, require additional pre-qualification requirements, and post tenders openly on MERX as deemed appropriate. Tenders may be set aside for Indigenous businesses, and some may require sub-contracting to Indigenous businesses registered under Indigenous Services Canada’s Indigenous Business Directory. Contracts may also require security clearances. All contracts are subject to DCC’s Procurement Code of Conduct and may include measurable performance standards. DCC reserves the right to reject applications or request clarifications. Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
