Defence Construction Canada (DCC) is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence in Northern Canada, including sites in Yellowknife, Inuvik, and North Warning System sites in the Northwest Territories and the Yukon, but excluding Nunavut and Goose Bay, NL. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Contractors and suppliers must submit a request to be placed on the OCSL through the MERX posting and indicate their preferred official language (English or French). Submissions by fax, mail, or email will not be accepted. To be eligible to bid on tender calls, a contractor or supplier must be registered on the OCSL used for that tender call. DCC reserves the right to require additional pre-qualification for any tender, remove contractors no longer interested, and set aside tenders or require subcontracting for Indigenous businesses as per the Procurement Strategy for Indigenous Business. Contracts may include performance standards as detailed in DCL81-Performance Evaluation Guidelines, security requirements, and are subject to DCC’s Procurement Code of Conduct. DCC’s Standard Construction Contract Documents - Electronic Bidding (DCL250) apply to opportunities under the OCSL. An active MERX account is required to participate.
