The work consists of furnishing all materials, equipment, and labor necessary to construct the Lead Service Line Replacements, including the replacement of approximately 297 - 3/4" water service lines and approximately 3 - 2" water service lines, as well as all necessary appurtenances from the water main to the water meter and from the water meter to the building inlet. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Positive efforts must be made to use small and minority-owned businesses. Bidders must be official plan holders and appear on the project's plan holders list for their bid to be considered. Bids must include security in the form of a certified check or bid bond in an amount not less than 5% of the bid, and successful bidders will be required to provide a 100% payment bond and performance bond. Contractors must have a classification of WL under the South Carolina Contractor's Licensing Law. The project requires compliance with "Build America, Buy America" (BABA) and procedures to ensure meaningful participation by disadvantaged business enterprise (DBE) firms. The participation goals for MBE/WBE firms are MBE: 3.6% and WBE: 2.4%. No bid may be withdrawn within 90 days of opening, and the Owner reserves the right to waive informalities or reject any bids.
