The work involves providing on-call geosynthetic liner repair services for the County of Sacramento Kiefer Landfill facility. The scope includes preparation by procuring appropriate liner system materials as needed, maintaining minor quantities of geomembrane, geosynthetic clay liner, and geotextile for repair, and ensuring all materials have manufacturer’s quality control certifications matching the required material property specifications. The contractor will coordinate repairs with the County’s project manager and a third-party CQA Consultant, and no work will be performed without the CQA Consultant present. Repair operations must follow specific technical specifications and construction quality assurance plan requirements, including trial welds and destructive tests for strength and failure mode compliance. Emergency repair services should be completed within one week of notification, unless prevented by weather or other factors, in which case repairs will be performed as soon as possible. Payment will be made upon acceptance of work and receipt of invoice. Proposals must be electronically submitted following the specified format, including a description of work, a cost rate schedule for all expected expenses, and information regarding the proposer’s qualifications and ability to respond to emergency repair requests. References, team experience, and relevant certifications must be provided. Proposers must also complete specific compliance certifications and, if applicable, submit redlined contract exceptions for negotiation.
