All bids must be presented to the Township Clerk prior to the scheduled opening time. The proposed work includes 50 square yards of concrete sidewalk, a 4-inch-thick four-unit pedestrian traffic beacon, and a complete four-unit pedestrian traffic beacon with separate push button. Each proposal must be accompanied by a bid bond or certified check in an amount not less than ten percent (10%) of the bid, not to exceed $20,000, payable to the Township of Deptford. This project is funded through the 2023 Community Development Block Grant (CDBG) Program, and the successful bidder must comply with all applicable CDBG rules and regulations. A Consent of Surety and Power of Attorney is required for the Performance Bond. All blank spaces in the proposal must be filled in, and no changes may be made to the phraseology of the proposal forms. All erasures, interpolations, or physical changes on the bid form must be initialed or signed by the bidder. The successful bidder shall furnish, within ten (10) days after award, a Performance Bond or Letter of Credit equal to one hundred percent (100%) of the contract price. All required surety bonds or letters of credit must be issued by a surety company listed on the Federal Treasury List (Department Circular 570) and acceptable to the Township Manager. The surety company must be authorized to conduct business in the State of New Jersey. Bidders must comply with N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 (Affirmative Action). Bidders must comply with the Americans with Disabilities Act of 1990 and P.L. 1963, c.150 (New Jersey Prevailing Wage Act). Attention is directed to the Federal Labor Standards Provisions and Davis-Bacon wage requirements, where the higher of the state or federal wage shall prevail. The contractor must comply with P.L. 1977, c.33 and submit a Disclosure Statement listing stockholders with the bid. The contractor and all subcontractors must comply with the Public Works Contractor Registration Act (P.L. 1999, c.238). The contractor must submit proof of a New Jersey Business Registration Certificate in accordance with P.L. 2004, c.57, including proof for all named subcontractors. This contract is subject to the New Jersey Public Contracts Law, N.J.S.A. 40A:11-1 et seq. Bids must be prepared on the standard proposal forms provided and in the manner designated therein. Each bidder must also provide a USB containing all completed bid forms and attachments with the bid submission.
