The Kentucky Community and Technical College System (KCTCS), Office for Facilities Support Services through the Office of Capital Project Services (CPS), is soliciting sealed proposals from qualified firms to establish Master Agreement contracts to provide Job Order Contracting (JOC) Services for indefinite delivery/indefinite quantity (IDIQ) for the following trades: flat (poured-in-place) concrete and asphalt paving. These contracts will allow for multiple projects across various KCTCS colleges/campuses statewide, not requiring a general contractor. Awards may be made to one or more firms for each trade, and for each region. The selected contractor(s) will provide timely and cost-effective services for indefinite delivery/indefinite quantity work as ordered by individual job orders at various locations, based on need and pursuant to issuance of a specific project job order (purchase order). Contractors may submit proposals for one or both trades. Projects under these contracts will generally range from $50,001 to $1,000,000 per project. There is no guarantee of a minimum number of job orders to be issued. The JOC method is being used as an alternative to the traditional Design-Bid-Build process. Contractors must comply with all applicable laws, statutes, administrative regulations, and KCTCS FSS procedures. Only information in the RFP and official addenda will be used in proposal preparation. All communications regarding the proposal must be conducted with the designated KCTCS JOC Contract Officer, and unauthorized contact with other KCTCS personnel or project team members is strictly prohibited. Questions must be submitted in writing, and any addenda or clarifications will be issued in writing.
