Site work and paving for a transportation facility in Rochester, New York. Completed plans call for site work for a transportation facility; and for paving for a transportation facility.
Anticipated Date, Notice of Award: March 13, 2026 Runway 15-33 is currently 7820 feet long, with a 500 foot stopway on the north end. This project will remove the stopway and extend the runway 1000 feet to the north and 500 feet to the south. Finally, the existing portion of the runway will be repaved. The runway 33 glide slope will be relocated. The new runway 33 localizer has already been installed by FAA Technical Operations and only needs to be switched on. Runway 15 is currently served only by a localizer, which will remain in operation as it will be beyond the future RSA. Appropriate NOTAMS will be issued throughout the project. This item shall consist of temporary control measures as shown on the plans or as ordered by the Resident Project Representative (RPR) during the life of a contract to control pollution of air and water, soil erosion, and siltation through the use of silt fences, berms, dikes, dams, sediment basins, fiber mats, gravel, mulches, grasses, slope drains, and other erosion control devices or methods. Temporary erosion control shall be in accordance with the approved erosion control plan; the approved Construction Safety and Phasing Plan (CSPP) and AC 150/5370-2, Ope ratio nal Safe ty o n Airpo rts During Co nstruc tio n. The temporary erosion control measures contained herein shall be coordinated with the permanent erosion control measures specified as part of this contract to the extent practical to assure economical, effective, and continuous erosion control throughout the construction period. Temporary control may include work outside the construction limits such as borrow pit operations, equipment and material storage sites, waste areas, and temporary plant sites. Temporary control measures shall be designed, installed and maintained to minimize the creation of wildlife attractants that have the potential to attract hazardous wildlife on or near public-use airports. This item of work shall consist of, but is not limited to, work and operations necessary for the movement of personnel, equipment, material and supplies to and from the project site for work on the project except as provided in the contract as separate pay items. This work shall consist of maintaining aircraft and vehicular traffic and protecting the public from damage to persons and property within the limits of and for the duration of the Contract. The requirements of Section 619, as specified in the New York State Department of Transportation Standard Specifications dated May 1, 2008, shall apply with the following modifications and/or revisions as described below. The following additional items are specifically included without limiting the generality implied by these Specifications and the Plans: - Dust and loose debris shall be contained at all times. Contractor shall provide a vacuum broom truck on site to maintain the work area and access routes. Surfaces used by aircraft and the contractor shall be broom cleaned at least once per day and as necessary to remove any contractor caused debris. - Restoration of all surfaces, including access roads that are disturbed as a result of the Contractor's operations, shall be repaired equal to or better than preconstruction conditions. - Installation, maintenance and removal of temporary access roads and haul roads. Construction of permanent access roads and maintenance and repair of existing access roads will be paid separately. - Installation and maintenance of temporary or permanent access gates, if required. - Provide, installation, maintenance and removal of temporary lighted barricades, warning signs, hazard markings, displaced runway markings, runway and Taxiway closure markings. - Installation, maintenance and removal of temporary lights and lighting circuits. - Cleaning and maintenance of all paved areas, including affected portion of main highways, and any dust control measures that may be necessary. - Restoration of borrow pits, spoil disposal areas and haul roads outside of the grading limits in accordance with turf restoration items. - Removal of temporary or interim markings to the satisfaction of the Engineer and Owner. - All work shown on the Construction Safety and Phasing Plan (CSPP) relevant to maintenance of aircraft and vehicle operations. This item consists of a base course composed of crushed aggregate base constructed on a prepared course in accordance with these specifications and in conformity to the dimensions and typical cross-sections shown on the plans. This item shall consist of pavement courses composed of mineral aggregate and asphalt binder mixed in a central mixing plant and placed on a prepared base or stabilized course in accordance with these specifications and shall conform to the lines, grades, thicknesses, and typical cross-sections shown on the plans. Each course shall be constructed to the depth, typical section, and elevation required by the plans and shall be rolled, finished, and approved before the placement of the next course. This work shall consist of pavement composed of cement concrete with reinforcement constructed on a prepared underlying surface in accordance with these specifications and shall conform to the lines, grades, thickness, and typical cross-sections shown on the plans. The terms cement concrete, hydraulic cement concrete, and concrete are interchangeable in this specification. This item shall consist of the preparation and painting of numbers, markings, and stripes on the surface of runways, taxiways, and aprons, in accordance with these specifications and at the locations shown on the plans, or as directed by the Resident Project Representative (RPR). The terms "paint" and "marking material" as well as "painting" and "application of markings" are interchangeable throughout this specification.
