Site work and paving for a mixed-use development in Rochester, New York. Completed plans call for site work for a transportation facility; for paving for a transportation facility; and water / sewer project.

FAA AIP NO. 3-36-0102-132-2025 CAPITAL ACCOUNT NO. 2016 The work to be performed consists principally of the furnishing of all labor and materials for: This Project Includes Reconfiguration of Taxiway Edge of Pavements In 4 Locations (Tw A1 / Twa - South, Tw E East & West and Tw a - North) Connecting to Primary Runway 4-22. The Pavement Sections of the Reconfigured Taxiways Will Involve P-401 Hma Surface and Base Courses, and P-209 Crushed Aggregate Base Course. Along With the Pavement Expansion, Adjustment of Each Taxiway's Edge Lighting Systems, Signage Layout and Final Pavement Markings Will Be Part of This Project. Also Included, Will Be Maintenance to Related Stormwater Drainage Systems and Associated Runway Safety Area (Rsa) and Taxiway Safety Area (Tsa) Grading to Meet Faa Advisory Circular (Ac) Standards. The Full Depth Taxiway Fillets Were Designed in Accordance With Faa Ac 150/5300-13b and the Approved Roc Airport Layout Plans (Alp). The Consultant contact identified below is designated by the Purchasing Manager as the sole point of contact concerning the subject matter of this public bid, including but not limited to an interpretation(s) pertaining to the Plans and Specifications, from the date of Advertisement of Bids until the Bid Opening Date and the results are made public. The successful Bidder will be required to furnish and pay for satisfactory performance and labor and material bonds and provide insurance in accordance with the INSTRUCTIONS TO BIDDERS. Monroe County reserves the right to reject any and all bids, and to accept any Proposal or individual item or items which may be deemed most favorable to its best interests Question Deadline 02/05/2026. Note- Plans and Specifications may be mailed to prospective bidders upon request, provided that the prospective bidder assumes all responsibility for all costs associated with mailing, overnight delivery or otherwise. Checks for Plans and Specifications should be made payable to "Monroe County Director of Finance". Plans and Specifications will not be mailed until a check is received by the Purchasing Manager. Refunds may be provided for unmarked Plans and Specifications which are returned to the office of the Purchasing Manager at least seven (7) days prior to the original scheduled bid opening date. Refunds of payment for copies of Plans and Specifications will be provided to those bidders submitting a proposal on the furnished forms, if returned within thirty (30) days from the date of award of contract to the successful bidder. There will be no refund to non-bidders. Question Deadline 02/05/2026 Requests for an interpretation shall be made in writing no later than the end of business. DBE (0%) Work Area Taxiway A1 / Taxiway A (South) contains all work of this contract associated with the milling and removal of existing pavement, unclassified excavation for taxiway fillet widening, installation of subbase material, paving HMA, installation of reinforced concrete taxiway pavement, installation of new drainage components, reconstruction of edge lighting and signage and installation of new taxiway pavement markings. The contractor will incorporate security meeting airport standards where necessary to maintain security throughout the project. See Drawing CP-1. a. Duration: This work shall be completed within 30 calendar days after construction in Work Area Taxiway A1 / Taxiway A (South) has begun. Work Area Taxiway A1 / Taxiway A (South) is anticipated to begin June 1, 2026 with a completion date of June 30, 2026. INSTALLATION 1 The scope of work is based on design plans, specifications, drawings and dimensions of the new proposed ADA Compliant Public Restroom provided. 2 Disposal of demolished materials shall be made at a lawful offsite facility, and all disturbed areas shall be restored to pre-construction conditions. b. Operational Impacts: Taxiway A1 from Runway 4-22 to Taxiway A and Runway 4-22 will be closed to aviation traffic. All daily activities and airfield coordination will be communicated through airport operations. c. Contractor Restrictions: The Contractor will be restricted to the Area shown on drawing CP-2. Monday thru Friday, from 11 pm to 5 am. d. Construction Requirements: At the start of construction in the Work Area, the Contractor shall perform the following operations: 1. Implement security plan, see Drawing GN-1. 2. Access to the site is shown on Drawing CS-1. 3. Implement phasing plan as shown on CP-1. Then proceed with the following operations: 1. Install new subbase material, HMA pavements as shown on P-1 2. Install drainage components and grading as shown on GP-1 3. Relocate & Reconstruct Taxiway Edge Lighting as shown on ELP-1 4. Install new signage and pavement markings as shown on SMP-1 5. Perform Concrete Joint and Spall Repair as shown on P-1 ii. Work Area Taxiway E (West) & Taxiway E (East) contains all work of this contract associated with the milling and removal of existing pavement, unclassified excavation for taxiway fillet widening, installation of subbase material, paving HMA, installation of reinforced concrete taxiway pavement, installation of new drainage components, reconstruction of edge lighting and signage and installation of new taxiway pavement markings. The contractor will incorporate security meeting airport standards where necessary to maintain security throughout the project. See Drawing CP-2. e. Duration: This work shall be completed within 20 calendar days after construction in Work Area Taxiway E West and / or East has begun. Work Area Taxiway E (West & East) is anticipated to begin July 7, 2026, with a completion date of July 30, 2026. f. Operational Impacts: Taxiway E from Runway 10-28 to Taxiway A and Runway 4-22 will be closed to aviation traffic. All daily activities and airfield coordination will be communicated through airport operations. g. Contractor Restrictions: The Contractor will be restricted to the Area shown on drawing CP-2. Monday thru Friday, from 11 pm to 5 am. h. Construction Requirements: At the start of construction in the Work Area, the Contractor shall perform the following operations: 1. Implement security plan, see Drawing GN-1. 2. Access to the site is shown on Drawing CS-1. 3. Implement phasing plan as shown on CP-2 Then proceed with the following operations: 1. The contractor will incorporate security meeting airport standards where necessary to maintain security throughout the project. See Drawing CP-3. i. Duration: This work shall be completed within 15 calendar days after construction in Work Area A (North) has begun. Work Area A (North) is anticipated to begin August 10, 2026, with a completion date of August 25, 2026. j. Operational Impacts: Taxiway A from Runway 10-28 to Taxiway C, and Taxiway C from Runway 4-22 to Taxiway A. Runway 4-22 will be closed to aviation traffic. All daily activities and airfield coordination will be communicated through airport operations. k. Contractor Restrictions: The Contractor will be restricted to the Area shown on drawing CP-2. Monday thru Friday, from 11 pm to 5 am. l. Construction Requirements: At the start of construction in the Work Area, the Contractor shall perform the following operations: 1. Implement security plan, see Drawing GN-1. 2. Access to the site is shown on Drawing CS-1. 3. Implement phasing plan as shown on CP-3. Then proceed with the following operations: 1. Install new subbase material, HMA pavements as shown on PP-3 2. Install drainage components and grading as shown on GP-3 3. Relocate & Reconstruct Taxiway Edge Lighting as shown on ELP-3 4.
