The Town of Ludlow seeks to create a vibrant, connected, and resilient downtown that supports residents, visitors, and local businesses through improved access, mobility, and design. Ludlow, located in the Okemo Valley, is a year-round destination community of about 2,100 residents serving as the commercial, service, and employment hub for southern Windsor County. While the ski resort economy drives strong seasonal activity, Ludlow also functions as a regional center for schools, small businesses, and municipal services supporting neighboring towns such as Cavendish, Mount Holly, and Plymouth. Ludlow's Village Center and historic buildings create a traditional Vermont setting, yet growth is constrained by traffic congestion, limited parking, fragmented pedestrian infrastructure, and aging utilities. The July 2023 flood exposed vulnerabilities in transportation access, and downtown resilience--spurring community interest in rebuilding safer, more walkable streets connecting homes, businesses, and recreation areas. The updated Ludlow Village Master Plan will provide an actionable roadmap for transportation, parking, access management, wayfinding, housing, and land use decisions that align with Vermont's Better Connections Program, Smart Growth, and Act 181 planning principles. The Plan will promote compact, mixed-use development; strengthen downtown vitality; and build a safer, more inclusive environment for all modes of travel. Key goals: o Develop a comprehensive parking and access management strategy to improve safety and support businesses. o Foster equitable, walkable, and transit-friendly infrastructure through complete streets initiatives. o Identify redevelopment and infill opportunities that expand housing and economic options. o Integrate resilience, wayfinding, and placemaking into long-term planning.
