Renovation of a recreation facility in Dickinson, North Dakota. Completed plans call for the renovation of a recreation facility.

Project Name: Stark County Speedway Repairs Location: Stark County, ND Purpose: Consolidate lighting upgrades, fencing repairs, and concrete retaining wall improvements into a single scope for bid package preparation. Pricing is excluded. Estimated vlaue is $250,000 to $350,000. Replacement and repairs located at the Stark County Motorsports Park, 11209 47th St. SW, Dickinson, ND 58601. Bids must be enclosed in a sealed envelope addressed to the Stark County Park Board, Stark County Courthouse, 51 3rd St. E, Dickinson, ND 58601, and shall designate that the bid is for "STARK COUNTY MOTORSPORTS PARK BID". All bids and proposals for the construction of any public contract must contain a copy of the license or certificate for the current contractor year of the license issued by the registrar and must be enclosed in the required bid bond envelope. The contractor must hold a license in the class within which the value of the project falls. The contractor must be the holder of a license for at least ten (10) days prior to the date set for receiving bids. Any bid submitted without this information properly enclosed in the bid bond envelope may not be read or considered and shall be returned to the bidder. Each bid MUST be accompanied by a separate envelope containing the contractor's license and bid security. The bid security must be in a sum equal to five (5%) percent of the full amount of the bid and MUST be in the form of a bidder's bond. The bidder's bond MUST be executed by the bidder as principal and by a surety. If the principal's bid is accepted and the contract awarded, the principal shall, within ten (10) days after the notice of the award, execute a contract in accordance with the terms of the bid and the bid bond, and any condition of the governing body. If the successful bidder does not execute a contract within ten (10) days, the bidder's bond must be forfeited to the governing body, and the project shall be awarded to the next responsible, lowest bidder. Any bidder using funds provided under Public Law No. 99-294 MUST be licensed for the full amount of the bid as required. If funds are being used under Public Law No. 99-294, the bidder must obtain a contractor's license for the full amount of its bid within twenty (20) days after it has been chosen as the lowest responsible bidder. If the bidder does not obtain a contractor's license within twenty (20) days of being awarded the bid, the bid shall be rejected, and the contract will be awarded to the next lowest responsible bidder. No bid will be read or considered if the bid does not fully comply with these requirements. Any deficient bid submitted shall be resealed and immediately returned to the bidder. The completion date is May 31, 2026. The scope of work will be available at the Stark County Courthouse - Auditor's Office during normal business hours. Stark County Park Board and Stark County Commission reserve the right to reject any or all bids and rebid the project until a satisfactory bid is received.
