Renovation of a mixed-use development in Locust Valley, New York. Completed plans call for the renovation of a educational facility.

Each bid must be accompanied by a certified check payable to LOCUST VALLEY CENTRAL SCHOOL DISTRICT or by a Bid Bond in an amount equal to ten percent (10%) of the bid conditioned as set forth in the "Information for Bidders" of the Bid Specifications. All bid security, except those of the three lowest bidders will be returned within ten (10) days after bids are submitted. The bid security provided by the three lowest bidders will be returned after the execution of the Trade Contract. The District will require the successful bidder to provide separate Performance and Labor & Materials Payment Bonds in the amount of the contract price and in the form specified in the Bid Documents. The District reserves the right to award a contract to the lowest responsible bidder providing the required security within forty-five (45) days of the date opening of the bids. To the fullest extent allowed by law, the District further reserves the right to reject bids that contain conditions, omissions, exceptions or modifications, or in its sole discretion to waive any irregularities in the bids, or to reject any or all bids, or to accept any bid which in the opinion of the District is in its best interest. A. Provide firestopping at all penetrations and juncture joints of fire-rated walls, floors and ceilings in accordance with the requirements of the Building Code of the State of New York and MEA Standards. The work of this Section consists of the provision of all plant, materials, labor and equipment and the like necessary and/or required for the complete execution of the elevator refurbishing for this project as required by the schedules, keynotes and drawings, including, but not limited to thefollowing: A. Provide refurbishing of one elevator as specified, complete. B. Provide all permits and licenses for work and arrangements for and making all inspections and tests required thereby. C. Balance of work necessary and/or required to complete the total elevator refurbishing installation. NOTE: In all cases where a device or part of the equipment is herein referred to in the singular number, it is intended that such reference shall apply to as many such devices as are required to complete the installation. A. Description The "Scope of Work" covered by these specifications involves the removal, disposal and or repair of asbestos containing, and/or asbestos contaminated materials, as follows: A.1 Remove and dispose of the following asbestos containing, and/or asbestos contaminated materials, see attached Asbestos Inspection Reports for locations. These asbestos specifications are to be utilized with all other specifications and drawings associated with the project. All asbestos containing material, and asbestos contaminated material abatement work shall be performed in strict accordance with the applicable provisions of New York State Department of Labor (NYS DOL) Industrial Code Rule 56 (12 NYCRR Part 56), United States Environmental Protection Agency (USEPA) AHERA (40 CFR Part 763), United States Occupational Safety & Health Administration (OSHA) and all other applicable federal, state and local laws, rules and regulations having jurisdiction over the work being performed, and shall include all aspects of worker safety & protection. All other materials and surfaces located within and around the regulated abatement work area that are not subject for removal shall be pre-cleaned and protected during the abatement project. The abatement work must be performed by a New York State Department of Labor (NYS DOL) licensed asbestos abatement contractor using only appropriately NYS DOL certified persons. The asbestos contractor is responsible for coordinating his work with the building owner and other contractors on site, as necessary, so that the building will be protected against any damage (i.e. security, weather, etc.) and all work is completed in a timely fashion as applicable. B. Special Variances If the Contractor wishes to use any other variances from NYS ICR 56 (applicable or otherwise) it must first be approved by the Owner or Owner's Agent. If the use of such variance is approved and requires additional air monitoring other than what is noted in NYS ICR 56, then the Contractor shall be responsible for reimbursement of extra air monitoring costs to the Owner. The Contractor shall also be responsible for supplying the air monitoring firm with additional materials and equipment required to satisfy the variance requirements. If the contractor plans or attempts to apply for a variance from the NYS DOL and it is not approved, or is not approved in a timely fashion, the contractor is still required to complete the scope of work, and complete the work within the stated schedule, regardless with or without the variance at no additional cost to the District. C. Personnel The work specified shall include the pre-cleaning, preparation, removal and disposal of asbestos containing materials (ACM) and asbestos contaminated materials and shall be carried out by persons trained, qualified and certified in the techniques of abatement and subsequent cleaning, testing, transportation and disposal in compliance with all federal, state and local regulations. D. Restoration The Contractor is responsible for the cleaning and removal of all debris located in the work area and surrounding areas after the abatement has been completed. Any damages caused during the performance of abatement activities shall be repaired by the Contractor (ex. paint peeled off by barrier tape, nail holes, water damage, broken glass) at no additional expense to the building Owner. The Contractor is responsible for restoring abatement surfaces to conditions acceptable to the building Owner, and Owner's representative. This shall include, but is not limited to lingering odors, or out gassing, from chemical methods of abatement, damage to substrates (ex. flooring, roof decking, etc.) caused by abatement techniques, and any other surface or subsurface damage caused by the abatement technique. If any method of abatement results in any lingering odors, or other unexpected conditions the Contractor will be required to remediate such to pre-abatement conditions. The determination of the pre-abatement conditions will be made by the Owner unless otherwise documented by all parties prior to abatement activities being performed. o Removal and Replacement of Elevator (See Scope of Work Locations Drawing). Additional testing will be required if the scope of work changes or is different than reported above. A. Required: Provide all labor, materials, tools, plant equipment, transportation; and perform all operations necessary for and reasonably incidental to proper execution, and completion of furnishing all Finish Hardware; whether specifically mentioned or not, as indicated, specified and/or implied, to satisfactory complete this project. Some of the items/work specified herein is: 1. Review drawings and specifications of all other trades that might in any manner are affected by work of this section. Consult with other trades to expedite and coordinate materials and labor. 2. Furnish all Finish Hardware indicated on drawings and specified herein. When taking off quantities, check drawings, details, and specification carefully to see that all items are included. Contractor must furnish all hardware complete for entire project, in spite of inadvertent omission of some finishing items from specifications. Include all trim attachments and fastenings, specified or required, for proper and complete installation. 3. Deliver to the job site those items of Finish Hardware scheduled to be installed at the job site, and deliver direct to manufacturers items required to be factory installed. 4. Coordinate with door supplier to assure proper provision on reinforcing for hardware installation requirement at doors and frames.
