The work involves providing planning, engineering design, permitting, and bidding assistance, including stamped plans, specifications (Bid Documents), as well as contract administration and observation for renovations and installations to enhance the functionality, efficiency, safety, and accessibility of the former EMS building for use as the Gaston Community Center. The services include preparing project plans and specifications according to program and state regulations, assisting with CDBG Neighborhood Revitalization funding requirements, surveying services, preparing final design and bid packages, supervising bid processes, managing permitting processes, and providing construction administration (including oversight, inspections, progress reports, contract administration, compliance monitoring, and project closeout activities). All services must comply with relevant federal, state, and local regulations, particularly those related to federally funded projects. Firms must demonstrate prior experience with state or federally funded projects, provide detailed staff qualifications, and include information such as legal name, type of business entity, licensure, resumes, company brochure, prior experience, hourly fee schedules, and references in their proposals. Proposals must be submitted in accordance with specified instructions, and the Town reserves broad rights regarding acceptance, rejection, or modification of submissions.
