No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds a South Carolina State Contractor's License of proper classification and in full force and effect, in compliance with South Carolina Contractor's Law, South Carolina Code of Laws as amended on April 1, 1999, Chapter 11, Section 40-11-10 through 40-11-428. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time of 180 calendar days. Owner shall make progress payments on account of the Contract Price on the basis of Contractor's Applications for Payment submitted once per month as provided in the General Conditions. Bidders must comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4.
