Bidders must comply with all state anti-bid-rigging regulations. The owner reserves the right to reject any or all bids, including nonconforming, nonresponsive, unbalanced, or conditional bids, and to waive all minor informalities not involving price, time, or changes in the work. The contract will be awarded as deemed in the best interest of the owner.
