The requirement includes providing on-site facility operations and maintenance services for the National Center for Toxicological Research to perform a full range of operational and maintenance support, including Work Order and Indefinite Delivery/Indefinite Quantity services. Services include operations and maintenance of all campus utility systems, craft shop support, operation and maintenance of utility plants and equipment, maintenance of all process and non-process equipment, and maintenance, alteration, and repair of buildings and structures. Work also includes pest control, grounds maintenance, janitorial and housekeeping services, and cafeteria food service operations. The requirement involves support for AAALAC-accredited research and animal facilities, specialized laboratory environments including BSL-3 capable and GLP spaces, complex HVAC and refrigeration systems, and building automation and environmental monitoring systems. Additional requirements include operation and maintenance of high-pressure steam and boiler plants, potable water treatment systems, wastewater and industrial wastewater systems, chilled water and refrigeration plants, compressed air systems, and medium-voltage electrical distribution. The work requires multi-trade maintenance capabilities in HVAC, electrical, plumbing, instrumentation, and general building services, including work in occupied laboratory and research environments. Support must comply with OSHA, EPA, NFPA, and state regulatory requirements and provide licensed personnel such as boiler operators, water treatment operators, and refrigeration technicians. Additional facility support includes grounds maintenance for a large campus, janitorial services in laboratory and administrative facilities, pest control, cafeteria operations, workforce management under a collective bargaining agreement, use of a facility work management system such as CMMS, ARCHIBUS, or Maximo, and management of government or client-owned inventory, spare parts, and stockrooms.
