Humphreys County Board of Supervisors seeks the services of a professional architectural or engineering firm with knowledge, experience, and expertise in designing stand-alone, site-built, dual-purpose FEMA 361 and ICC-500 250 MPH rated community tornado safe rooms in Louise, Silver City, and Belzoni, MS. The tornado safe rooms must be designed and constructed to meet the latest version of FEMA Publication 361 and ICC-500 tornado safe room criteria, able to withstand 250 mph winds. Required services include basic architectural services (schematic and final drawings), engineering (Civil, MEP, Structural) with plans and specifications, estimated construction cost, pre-bid and bid process (including base bid, alternatives, breakdown of FEMA eligible/ineligible costs, bid opening/certification), assistance with general contractor AIA contract, inspections, and certification of Pay Apps during construction; services may also include studies, investigations, evaluations, inspections, and engineering services as required. Significant consideration will be given to firms with experience in FEMA safe room projects. Five sealed copies of the Statement of Qualifications (SOQ) must be submitted for consideration. All SOQs will be evaluated and rated based on the written document and any supplemental information submitted. Questions related to the RFQ should be submitted in writing along with the SOQ. The County may not respond to questions from individual firms during the RFQ process.
