Renovation of a transportation facility in Daytona Beach, Florida. Completed plans call for the renovation of a transportation facility.
The project consists of a full renovation of the existing employee men's and women's restrooms adjacent to the break room. Architectural design has been prepared by David Ogle ensuring code compliance, updated layouts, and modernized finishes. The remodel will include demolition of existing fixtures and partitions, installation of new plumbing fixtures, improved lighting, updated ventilation, revised ADA-compliant configurations, and durable finishes suitable for high-use staff facilities. The County of Volusia, Votran is seeking a single, responsive and responsible bidder for the construction of Votran Transfer Plaza Restroom Renovations located at 207 Dr. Mary McLeod Bethune Blvd., Daytona Beach, FL 32114. The lowest responsive and responsible bidder shall be responsible for all applicable permitting, labor, materials, equipment, tools, transportation, services, and incidentals necessary to complete all Work required by the specifications and as shown on the drawings. Work will be performed in phases to maintain continuity of daily operations within the employee break room. Coordination with facility staff will be required to sequence restroom closures, manage temporary access, and minimize disruptions. Scheduling, safety measures, and contractor staging will be carefully planned to ensure that employees retain functional break room access while renovations progress. Questions and exceptions concerning any Section of this ITB shall be directed through the question and answer functionality of the County's eProcurement Portal. Term: Total contract time: 90 days A Bid bond shall accompany each Bid in an amount not less than five percent (5%) of the Bid amount and shall be valid for a period not less than one hundred twenty (120) days. If a Bid bond is used, the Bidder shall complete and submit the Bid bond form provided in this solicitation. After the County and the successful bidder have executed a written Contract and the successful bidder has recorded an acceptable Payment and Performance Bond or if one hundred twenty (120) days have passed after the date of the formal opening of the Bids and no Contract has been awarded, the Bid security of any Bidder will be returned upon written demand Until the final award of the Contract, the right will be reserved to reject any and all bids and to waive technical errors and irregularities as may be deemed best for the interest of the County. Should the County require Payment and Performance Bond, the cost of such bonds shall be added to the Contract price for purpose of Contract award. The County Payment and Performance Bond form shall be used. No other forms will be accepted without prior approval from the County. Simultaneously with the delivery of the executed Contract to the County, a bidder to whom a Contract has been awarded must deliver to the County, executed, separate Payment and Performance Bond on the prescribed forms, each in an amount of one hundred percent (100%) of the Contract price of the accepted Bid proposal as security for the faithful performance of his Contract and for the payment of all persons performing labor or furnishing materials in connection therewith. Failure of the bidder to execute a Contract as provided herein within five (5) business days following receipt of the contract for execution may be just cause for the annulment of the award and the forfeiture of the Bid security to the County, which forfeiture shall be considered not as a penalty, but in liquidation of damages sustained. Award may then be made to the next lowest responsive and responsible bidder or all Bids may be rejected. The County owns and retains all proprietary rights in its logos, trademarks, trade names, and copyrighted images (Intellectual Property). As such, nothing in this solicitation permits or shall be construed as authorizing respondent to use or display County's Intellectual Property on respondents bid submittal documents (including any exhibits attached thereto) submitted to County by or on behalf of respondent in response to this solicitation. The County has the right to redact the County Logo displayed on any bid submitted.
