Renovation of a municipal facility in Newbury, Vermont. Completed plans call for the renovation of a municipal facility.
The Town of Newbury is soliciting Requests for Proposals from contractors for work related to the State of Vermont Department of Buildings and General Services (BGS) grant to implement energy efficiency and resilience improvements at the Newbury Town Office - located at 4982 Main Street South in the Village of Newbury - through the Municipal Energy Resilience Program (MERP). The work consists of projects to improve the building's thermal performance through weatherization and insulation; completion of the building's conversion to electric heat pumps; evaluating the building for ADA retrofits and potential roof-mounted solar, and other architecture and engineering services to improve the energy efficiency of the facility. The Newbury Town Office is listed in the National Register of Historic Places as part of the Newbury Village Historic District. The selected bidder will be responsible for coordinating with the Vermont Division for Historic Preservation on permits to ensure compliance with Vermont Statute 22 VSA 14, and the Town encourages all bidders to familiarize themselves with and adhere to the extent practical the Secretary of the Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings. HVAC System Improvements 1. Energy efficiency improvements to the Town Office HVAC system 2. Replacement of existing 140 MBH no.2 oil furnace with energy efficient alternative; 3. Replacement of existing gas boiler/water heater with energy efficient alternative; 4. Installation of ERV (energy recovery ventilator); 5. Installation of programmable thermostat; 6. Duct & ventilation system cleaning & insulation and water pipe insulation; 7. Development of detailed operations & maintenance plan for the system. Building Envelope/Weatherization Improvements 1. Ensure that the building envelope has proper sealing, caulking and weather-stripping and patch any holes that may exist; 2. Install door & window sweeps; 3. Insulate the walls and ceiling of the second floor and add insulation to the current R-5 level on interior walls to equal ASHRAE standard of R20 (as this is a historic structure, sprayfoam insulation will not be considered); 4. Replace or reseal any non-historic windows that may have leakage or low energy efficiency rating; 5. Retain, to the extent possible, the historic windows on the second floor with weatherization options to increase energy efficiency while preserving historic features. ADA Retrofits 1. Evaluate ADA accessibility of the building and make recommendations for reaching ADA compliance for the building, including cost of ADA features necessary to meet standards;2. If budget allows, install ADA features in the building. Rooftop Solar 1. Conduct an electrical and structural engineering review of the building's electrical and load-bearing capacity for rooftop solar; 2. If budget allows, address structural engineering issues that would enable the use of the second floor and incorporation of rooftop solar. Other 1. Install energy efficient lighting and lighting controls to reduce energy usage in the Town Office; 2. Ensure kitchen and bathroom exhaust systems vent outside the building and internal damper operates properly. Construction for this project must be completed no later than October 31,2026. All questions must be submitted before 5:00 PM on February 4, 2026. Any questions from bidders must be submitted in writing to the Clerk at clerk@newburyvt.org. Town responses will be sent to all bidders no later than 5:00 PM on February 6, 2026.
