The work includes reconstruction over two years in two phases. Phase 1 involves installing 2,200 linear feet of storm sewer (12-inch to 24-inch RCP pipe), 32 storm structures, 2,400 tons of asphalt paving, 7,000 tons of base course, 4,800 linear feet of concrete curb and gutter, and 29,300 square feet of concrete sidewalk and driveways. Phase 2 involves installing 2,500 linear feet of storm sewer (12-inch to 36-inch RCP pipe), 44 storm structures, 3,800 tons of asphalt paving, 10,800 tons of base course, 7,300 linear feet of concrete curb and gutter, and 33,500 square feet of concrete sidewalk and driveways. Bids must include a bid security of 10% of the maximum bid price. Bidders must comply with all laws regarding employment, prevailing wages, and, during excessive unemployment, at least 90% of the workforce must be Illinois residents. Subcontractors must comply with these laws as well. The City reserves the right to reject any or all bids, waive any technicalities, and accept any bid deemed advantageous. Bids must remain valid for 85 days and will be awarded to the lowest responsive and responsible bidder.
