The requirement covers a remedial investigation and remedial action at the FAA Storage Yard and Former Housing Area on Annette Island Reserve, Alaska. Work must follow Metlakatla Indian Community (MIC) regulations, including obtaining required visitor or residency permits, purchasing all backfill materials from MIC, and adhering to restrictions on importing organic materials. Field activities must account for limited GPS and telecommunications coverage and may require satellite communications, mobile GPS stations, and walkie-talkies. Work occurs in remote terrain that may include wetlands, dense forest, uneven surfaces, abandoned infrastructure, wildlife, and overhead utilities. Contractors must use laboratories capable of achieving sufficiently low MDLs for comparison to cleanup levels and must plan for logistical challenges involving weather, transportation, airline freight limitations, and ferry schedules. An on-site field laboratory is required for AK102 and AK103 methods, with the capacity to process 20 samples per 24 hours, perform silica gel cleanup, and maintain a laboratory information management system. Petroleum-saturated discontinuous peat layers must be excavated and disposed of off-island to support long-term groundwater quality improvements. The Contractor must develop and submit a detailed Work Plan and conduct preparatory efforts to support all SOW requirements. Heavy vegetation is expected, and any old-growth trees identified at work sites must be tagged and protected in coordination with the FAA and MIC. Vegetation clearing will use mulching equipment to avoid debris hauling. Existing residual brush, stumps, and trunks will be ground for reuse as top cover after backfilling. Subsurface utility locating is required before intrusive work. Where applicable, laboratories must perform silica gel cleanup in accordance with ADEC Technical Memorandum-21-001 to differentiate biogenic from petrogenic sources. Remedial investigation work must delineate petroleum contamination in subsurface soil at former housing buildings. At each former underground storage tank location, at least six soil borings are required, and each former house site must receive three groundwater monitoring wells. The Contractor must excavate all soils containing exceedances of petroleum, lead, PCBs, and asbestos across four areas of concern at the storage yard. Water management for excavation accumulation and surface runoff must be incorporated. The Contractor must perform horizontal and vertical surveys of debris, excavation limits, sampling locations, permanent markers, and all other relevant features. Compliance with hazardous materials and waste regulations is mandatory, and fieldwork may temporarily elevate the facility to Large Quantity Generator status under RCRA. Fieldwork is anticipated for April through September 2026, weather permitting, with a minimum 60-hour workweek. Work must pause briefly in early August for MIC Founder's Day celebrations. The Method of Contractor Selection has not been determined at this Time.
