The proposed work consists of the replacement of approximately 650 lead service lines and associated items within the area bordered by West Oakland Avenue (North), Summit Street (West), Bunn Street (East), and East Lafayette Street (South) in the City of Bloomington, Illinois. Sealed bids will be received electronically through the Citys e-Procurement Portal, OpenGov. Bidders must create a free account with OpenGov and follow the portal instructions for bid submission. Only those following the project with an active account are eligible for contract award. Bid submissions require acknowledgement and/or uploading of additional documents as the City expects to fund a portion of the project with a loan from the Illinois Environmental Protection Agency (IEPA). All procurements are subject to regulations including the Procedures for Issuing Loans from the Public Water Supply Loan Program, the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, the Illinois Works Jobs Program Act Apprenticeship Initiative, and the Build America, Buy America Act. All bidders are required to undertake specified affirmative efforts at least sixteen days prior to bid opening, as described in the project specifications. Compliance with Presidents Executive Order No. 11246, American Iron and Steel requirements, and all other applicable state and federal requirements is mandatory. Bids must be accompanied by a bid guaranty of not less than ten percent of the bid amount, which may be a cashiers check, money order, certified bank check, or surety bond. The successful bidder will be required to provide Performance and Payment Bonds equal to 100% of the contract price within ten business days after the award. Contractors must pay not less than prevailing wage rates as specified in the Illinois Prevailing Wage Act. Bids may not be withdrawn for 90 days after the bid opening. The City of Bloomington, incorporated in 1856, is a home rule unit of government under the 1970 Illinois Constitution. The City of Bloomington is located in the heart of Central Illinois, approximately 125 miles southwest of Chicago, 155 miles northeast of St. Louis and 64 miles northeast of Springfield, the State Capital. The City of Bloomington is the County Seat of McLean County, the largest county in Illinois (approximately 762,240 acres). The results of the 2020 Census shows the City now has a population of 78,680 citizens. The economic strength of the City of Bloomington metropolitan area is well diversified with no single dominating industry.
