The Regional Transportation District ("RTD") has received an Unsolicited Proposal to develop a vacant lot located at 2340 E 40th Ave. and 3940 York St. (southeast corner of E 40th Ave. and York St.) in Denver, Colorado. PeRTD has not specified an SBE participation goal for the Work. However, RTD encourages and expects proposers to pursue subcontracting, mentoring, joint venturing, teaming and partnering opportunities with SBE firms in the ordinary course of its business/teaming strategies. To date, RTD has achieved greater than 20% SBE participation on its overall FasTracks SBE Program. Proposers are encouraged and expected to create a level playing field to the maximum practicable extent consistent with the objectives and requirements of the RTD SBE program based on federal regulations codified at 49 CFR Part 26 and RTD's SBE Program Policy. r RTD's Unsolicited Proposal Policy for Joint Development of Real Property, staff have reviewed the proposal and determined that it has merit and that there is significant potential to ground lease the site to a developer. As such, the objective of this Request for Qualifications ("RFQ") is to select a development partner to implement a project that maximizes density on the site, through predominantly residential development that is compatible with the City and County of Denver's ("City" or "Denver") long-term plans for the area. The ideal development partner will have experience designing and constructing residential, office and/or retail buildings, parking garages, and income-qualified housing; leveraging public finance; and working with public partners. RTD will not prescribe a specific development program or financing structure. Instead, RTD expects the ultimate project to reflect the selected developer's commitment to market viability, innovation, and attainable housing opportunity for Denver residents and families. RTD anticipates making final selection.: May 28, 2026 Proposals shall be valid for a duration of no less than ninety (90) days from proposal due date. Additionally, RTD reserves the right to conduct negotiations with one or more respondents.
