Renovation of a mixed-use development in Coleman, Michigan. Completed plans call for the renovation of a educational facility; and library.

Demo existing drinking fountains and installation of new bottle fill. This project is subject to Davis-Bacon and Related Acts, which require that all laborers and mechanics employed upon the site of the work be paid not less than the prevailing wages and fringe benefits as determined by the U.S. Secretary of Labor, and that they be paid not less than once a week. The contractor shall insert in full in any subcontract in excess of $2,000 the clauses required by 29 CFT 5.5, including those relating to: Minimum Wages (29 CFR 5.5(a)(1)), Withholding: (29 CFT 5.5(a)(2)), Payroll and Basic Records (29 CFR 5.5(a)(3)), Apprentices and Trainees: (29 CFR 5.5(a)(4)), Contract Work Hours and Safety Standards Act (CSHSSA): (20 CFR 5.5(b)). The contractor is responsible for compliance with these requirements. Certified payroll documentation is required. If the contractor is not awarded within 90 days of the bid opening, the wage determination must be updated. The contractor must post the Davis-Bacon poster (WH-1321) and the applicable wage determination in a prominent place at the site. Wage determinations per Sam.gov for Midland County are attached. A Bid Security by a qualified surety authorized to do business in Michigan in the amount of five percent (5%) of the Base Bid shall accompany each proposal or proposal combination. The Bid Security may be in the form of a Bid Bond, Cashier's Check, or Money Order. Personal checks are not acceptable. Prior to the issuance of a purchase order authorizing commencement of this contract, and in cases before beginning work under the contract, the contractor(s) selected will qualify for, sign, and deliver to Coleman Community Schools Business Office, an executed payment bond secured by the surety company. The bond will be in the amount of 5% of the contract. Coleman Community Schools required that the bonding companies be limited to those listed on the U.S. Department of Treasury Circular 570 and must be licensed in the State of Michigan. The U.S. Department of Treasury Circular 570 can be viewed at online. Equipment must be purchased and on-site for the Elementary School by May 5, 2026. Install may begin May 5, 2026. High School install will be completed by June 30, 2026. The contractor may schedule with the district second or third shift work after this date. This will be at no additional cost to the district and should be figured into the total price of the RFP. The district will work with the successful contractor to schedule areas to be completed first in order to ensure the lease number of disruptions to students and staff. The successful contractor may set up times to visit the sites for additional information before the work start date. The Board of Education reserves the right to accept or reject any or all item(s) in the bid; to accept or reject any or all bid(s); to waive any informalities therein; or for any reason, to award the contract to other than the low bidder. If a unit price or extended price is obviously in error and the other is obviously correct, the incorrect price will be disregarded. 1. Demo existing drinking fountains and installation of new bottle fill. All materials needed above and beyond what is supplied by the manufacturer is the responsibility of the contractor and should be included in the total price of this RFP. 2. Installation of new bottle fill stations to include all electrical and mechanical in locations specified as follow: a. High School Media Center: Demo and install 2 bilevel stainless drinking fountains with bottle filler and accessories. b. High School Cafeteria: Demo and install 1 bilevel stainless drinking fountain with bottle filler and accessories. c. High School Band Room: Demo and install 1 bilevel stainless drinking fountain with bottle filler and accessories. d. High School Locker Rooms: Demo old porcelain drinking fountain and install 2 nonrefrigerated single soft side drinking fountains and 2 universal vandal resistant 3000- gallon filtration kits with monitor and accessories. e. Additional Bi-level upcoming new project: Install 1 bilevel stainless drinking fountain with bottle filler and accessories. f. Elementary Gymnasium: Install 1 single stainless drinking fountain with bottle filler and accessories with aluminum cover. g. Elementary Cafeteria: Install 1 bilevel stainless drinking fountain with bottle filler and accessories. h. Elementary West Hall: Install 1 bilevel stainless drinking fountain with bottle filler and accessories. i. Elementary Library (new location): Install 1 single stainless drinking fountain with bottle filler and accessories. Drill hole through wall, PVC pipe and fitting as needed for new installation. j. Elementary Teacher's Lounge: Demo and install 1 Avado faucet with accessories, removal of bubbler. k. Agriculture Building: Demo 1 single stainless drinking fountain with bottle filler and accessories. 1 drinking fountain only and accessories to install. 3. The successful contractor must provide and submit to the State of Michigan plan review stamped engineered drawings of all mechanical and electrical work specified in this RFP. The district will provide original drawings upon request. 4. The contractor is responsible for all measurements. 5. All State of Michigan codes must be followed for this RFP. 6. All manufacturers' installation requirements must be followed. 7. Provide 1 extra filter for each device installed for the first filter change that my staff will install.
