The Complexity Factor for this project is 0. The Consultant who is selected for this project and all Subconsultants the Prime Consultant will be using are scheduled to attend an initial meeting on April 23, 2026, at 11:00 AM at the Region One/District One Office in Schaumburg. PPhase III engineering services are required to provide construction engineering for subject improvement. A 4.5-mile roadway reconstruction and add-lanes project. The overall project is split into 2 separate contracts: 62M71 (Waterpark Way to Jericho Road) and 62G40 (Jericho Road to Cross Street). The general scope of work includes reconstruction and widening of IL 47 to provide two through lanes in each direction divided by a raised median. Shoulder, curb & gutter, drainage improvements, replacement of box culverts, sidewalks and shared-use path pavement & grading will be constructed. Traffic signal modernization (3 intersections), intersection improvement, and aesthetic landscaping will be provided within the project limits. The project scope will include watermain and sanitary sewer relocations for the Village of Sugar Grove, as well as watermain relocations for the City of Yorkville.IL 47 is a significant route. Work zone mobility goals are anticipated to be met. Mainline traffic on IL 47 will be managed with staged construction. One lane of traffic in each direction will be maintained along IL 47. Three main construction stages are planned for the proposed work. Traffic will be shifted onto temporary pavement at times to facilitate construction. Two detours will be required for the construction of the box culverts carrying Rob Roy Creek on the west leg of Galena Road and west leg of Baseline Road. An additional three detours will be required for the construction of Main Street, Chelsea Avenue and the shoo-fly. Quality Assurance (QA) oversight and Contractors Quality Control (QC) by the same Consultant or one of their Subconsultants on the same project or on material coming in from the same plant is prohibited. At the negotiations meeting, the Prime Consultant, and Subconsultant(s) will disclose all previous involvement in the district as well as all current relationships with contractors. The Prime firm must be prequalified in the Special Services (Construction Inspection) category to be considered for this project. Statements of Interest, including resumes of only the key people noted above, must be submitted electronically to the Central Bureau of Design and Environment through the Engineering Prequalification and Agreement System (EPAS).
